Property Asset Benchmarking
As mentioned in an earlier newsletter, a project to benchmark local government property is now complete. The project benchmarked eleven local government organisations with similar data, processes, and systems. Three councils funded the project and they have now received a detailed report showing their relative position within the sample group in terms of condition, value, expenditure, and number of components.

Australasian Housing Institute
Roger Jameson is the New Zealand branch chairman of the Australian Housing Institute and spoke to the bi-annual National Housing Conference in Sydney on 22 February 2008 about how the application of the NAMS Property framework was used a s a key mechanism to secure central government funding for significant improvements to the 2500 social houses owned by Wellington City Housing.

Capital Intentions, Asset Information and Asset Management Improvement
The 2008 Capital Intentions, Asset Information and Asset Management Improvement spreadsheets for the New Zealand Health industry are now available for downloading from the NAMS Property tool kit. These spreadsheets have been specifically developed to bring together asset planning and funding information across the 21 District Health Boards in New Zealand for the purpose of producing a National Health AMP and establishing a 20 year capital expenditure projection. The spreadsheets are also aligned with Treasury’s Capital Asset Management (CAM) framework requirements.
NAMS Property Framework for Ministry of Education
The Ministry of Education used the NAMS Property framework in late 2007 as the basis for developing a project to review the way capital planning for property assets is undertaken at a national, regional and local level in New Zealand.
The Ministry is now in the process of engaging a Programme Manager to implement the agreed process.
Training Sessions
In mid February, NAMS Group ran two training sessions on NAMS Property in Auckland and Wellington. John O'Brien from Auckland City Council, and Steve Lyons from SPM Consultants Ltd, facilitated the sessions. Most of the 50 people that attended the sessions were from New Zealand Local Government and Health organisations. The training targeted property specific levels of service and quality standards with quite detailed workshops that generated some interesting discussions. It has become evident through these sessions and other forums that the library of levels of service statements and property quality standards need to be expanded considering the various property asset planning industries.

Some of the organisations that use the full version of the demonstration asset planning system are jointly working on using the PQS functionality and will share their statements and standards with other NAMS Property members over the next six months.
2008 LAPA Conference 8-10 October

he annual Local Authority Property Association (LAPA) Conference is being held in October this year. Visit their new website for more information. Make a note that an extended NAMS Property workshop on levels of service and property quality standards will be held on Thursday afternoon.
The workshop will be facilitated by John O’Brien and Steve Lyons.
AHI Conference
The New Zealand branch of the Australasian Housing Institute is planning to hold an Asset Management Conference in Wellington in late November 2008. The Conference will be held on the theme of
Towards best practice in social housing asset management.
Discussions are still at an early stage, but possible topic areas are:
- Condition assessment
- Asset Planning
- Design
- Compliance
- Sustainability
- Getting best value
- Contracting
- Energy efficiency
- Sustainability
- Healthy homes
- Contracting models
The focus of the Conference will be on best practice; the do's and don'ts and to share experiences of what works and what doesn't work.

NAMS Property at UK's Housing Conference
A software provider in the UK, HousingIT, will be using the principles set out in the NAMS Property Manual to implement the software applications within the social housing industry . They wil be exhibiting the approach on their stand at the Chartered Institute of Housing Conference and Exhibition in Harrogate, England from 17-19 June 2008. The Conference is the UK's most established housing and regeneration exhibition, bringing 6500 senior professionals and decision makers as well as 380 suppliers together under one roof.

Waikato DHB using Property Framework
The Waikato District Health Board has adopted the NAMS Property framework as the basis for developing a building maintenance programme for its buildings on the main campus in Hamilton, and the community service bases and residential facilities throughout the Waikato. Surveyors are capturing component level data based on the key principals of the NAMS Property framework described in Section Three. Through analysis they will determine the annual maintenance requirements for each building over an initial five year period, and then at a sustained level into the future.

Renewals will be sent shortly, for $100 per member per year, you can continue to have access to the growing and evolving tool box, which enables you to download the current building component guidelines; analytical models, health asset standards and planning templates, and be notified of the latest initiatives and thinking in asset planning.
