The National Asset Management Leadership Group (NAMLG) for the New Zealand District Health Boards have met six times over the past few months. Direction has now been set including a requirement to produce AMPs by July 2009 and to provide capital intentions and 'service justifications for capital investment' by the end of July 2008.
The key output of the Group is to provide specific guidance on how asset related shortfalls in models of care and general health services can be described and addressed within an asset management planning framework.
Minutes from previous meetings are available for download from the NAMS Property website. Current templates are also available for download including the Capital Intentions, Service Justification for Capital Intentions, Asset Information and Improvement planning. Information has been collated from all 21 DHBs over the past few months and will be used to generate the National Health AMP, which in turn, will inform Treasury's CAM templates for Budget 2009. National Health AMP Workshop“Service and Asset Management Planning – the next 20 years”In May 2009 DHBs need to complete a draft Asset Management Plan (AMP) and in June 2009 a draft regional AMP. Final AMPs are due in July 2009. To assist DHBs to successfully complete asset management plans, the National Asset Management Leadership Group (a joint DHB CFO and Ministry initiative) has organised a National Asset Management Workshop on 19 November in Wellington. The annual Local Authority Property Association (LAPA) Conference was held last week. It was the most successful conference thus far with more than 200 attendees. Visit their website for more information.
The LAPA Conference for next year will be held in Christchurch. Details will be provided next year. Kathy Dever-Tod, NAMS Group and John O’Brien, Auckland City Council, led a workshop on the value of using an industry standardised performance rating systems for quantifying levels of service delivered through public buildings. A five star rating system was proposed, similar to that used for hotels. The system would look not only at physical attributes of the building such as size, condition and suitability of design but also associated factors such as ease of accessibility, location, safety/security, comfort, quality of finish, sustainability and landscaping. The workshop groups looked at what would constitute a one versus a five star building for community housing, libraries and council buildings. The groups all felt there was merit in using this type of performance evaluation system. There was support for the development of a National rating system- for example a three star public toilet in Rotorua offers the same levels of service as a three star public toilet any where in New Zealand. The next step is for the NAMS Group and LAPA to discuss how the rating system may be developed collaboratively. To view the powerpoint presentation click here.
